AT$T Intersubsidiary Movement Form Process

(NOTE): "Eligible employees will receive priority consideration before off-street hires for any bargaining unit job for which he/she qualifies and shall suffer no break in service for pension eligibility and will not have a waiting period before being eligible for benefits." AT&T has notified us that they have initiated the Inter-Subsidiary Movement Process to CWA Bargaining Unit Members who are currently active employees at AT&T. The IMF allows AT&T employees to apply for a job in other parts of AT&T Corp that may be covered by other CWA Contracts.We are now eligible for bargaining unit jobs in AT&T Inc,  prior to the company  hiring off the street.

AT&T has notified us that they have initiated the Inter-Subsidiary Movement Process to CWA Operations represented employees.The process is in place and the details are listed below:

The Intersubsidiary Movement Form Process (IMF) between Legacy S & Legacy T and vice versa must be handled with a paper IMF form.  Employees will complete the IMF form and fax or mail it to the Staffing Center of their interest.  Staffing Center contacts are provided with the IMF form.The IMF website will be updated in the future to allow submission of forms electronically.Employees who participate in the IMF process must meet the following eligibility requirements: 

·  Must meet all qualifications and selection criteria required by the applicable subsidiary

·  Must be on the AT&T payroll·  Must have met the Time-On-Assignment/Time-In-Title and Location/Residency as defined by the sending organization 

·  Must be meeting the Attendance and Performance standards of the sending and receiving organizationTerms and conditions of the IMF process are listed on the IMF documents.The IMF form is being placed in the following location:Legacy T Employees

·  Fax-On-Demand (FOD) at 800-763-4137.  Document number 66831.

Below you will find questions and answers regarding the process.
  1. Why does Legacy S or Legacy T care if someone has met their time in title/time in location requirements?  It is the policy of all participating subsidiaries to require employees to serve T/T, T/L for any type of voluntary movement between jobs.
  2. How will the jobs be advertised?  Employees who chose to participate in the IMF Process will be given priority consideration on Bargaining Unit positions that have been posted on the web for external hiring.  Participating employees can check for job opportunities within the various regions by going to WWW.ATT.JOBS
  3. Who will do the staffing work?  Regional Staffing Centers will handle the process.  For Legacy T, the OCPC will handle the staffing duties.
  4. What does qualifications mean? (Is it skill codes, testing education)?Qualifications for open positions are whatever is required on the job posting.  Qualifications could be, but are not limited to, test requirements, physical requirements, license, etc. How will the employee know the qualifications for the positions?  See # 2, above. What if the employee needs testing? Currently there are no test-to-test or title-to title exemptions for employees who wish to move between Legacy T and Legacy S regions.  Therefore employees will be required to take any tests necessary for open positions.  Test may be deferred until there is a current open external job requisition.
  5. Are performance standards for legacy S the same thing as our appraisals?Legacy S will require a Satisfactory rating for both performance and attendance from Legacy T applicants.
  6. What is the selection criteria for IMF candidates?  IMF candidates will be given priority consideration based on qualifications and rating.
  7. Will there be any type of dispute resolution?  No. This process is for positions available after all contractual obligations have been satisfied.
  8. How will IMF interface with ATS?  It won't.  Remember, IMF occurs after all contractual obligations have been satisfied and the position is posted for external hiring.
  9. Will the process only be offered to active employees or can it be utilized by former employees with recall or rehire rights?  IMF is available to active, represented employees. 
  10. Will there be a way for CWA to monitor IMF and if so, who is responsible? No.  There is no mechanized process available to track participation in the IMF process.
